FOOD STORAGE VACUOLE

What can the golgi bodies and cytoplasm be for my plant anology?
ok so this is what i hav so far:
1. construction site – ribosomes – builds new structures
2. transport company – endoplasmic reticulum – carries materials from place to place
3. power plant – mitochondria – produces power
4. food processing plant – chloroplast – produces food
5. waste disposal plant – lysosome – disposes of waste
6. city hall – nucleus – controls rest of cell
7. storage tanks – vacuole – stores food and water
8. gate – cell wall or membrane – controls whatever enters and leaves cell city
9. mayor – nucleolus – main function of cell city
10. cytoplasm – ? – ?
11. golgi bodies – ? – ?
please help with those 2 last ones i worked really hard and i want to keep my straight A report card thanks! 
Ok Golgi bodies is packaging service related to endoplasmic reticulum, golgi also directs where its products will go. For the function that cytoplasm allows the organelles to move freely, I am thinking of the city traffic.
