FOOD STORAGE ICE PACKS

****For those with food sanitation knowledge please****?
is it ok to put unopened..unused milk cartons packed in ice on a buffet; back into the same storage container with other milk cartons not used or unmoved from the walk-in cooler?(with the same expiration date)
as long as its in ice, bacteria wont grow. we use to do that kinda stuff at this restaurant i worked at, and everything was fine.
but it cannot be just cool water, make sure there is still cubes in the cooler thats how you know you’re safe!
